How to Merge PDF Files Without Uploading Them

Updated 22 October 2026 · 3 min read

Most online PDF tools send your files to a server before they merge them. If the files are payslips, bank statements or copies of your ID, that is worth avoiding. Here is how to merge PDFs on your own device, and how to get a tidy result.

Why “no upload” matters

When a website merges your PDFs on its server, a copy of every file travels over the internet and sits on someone else's computer, even if only for an hour. Sites promise to delete files, but you cannot check. When the merge happens in your browser, the files never leave your phone or laptop, so there is nothing to delete and nothing that can leak.

You can check this yourself with ToolsTree: open your browser's developer tools, look at the Network tab while you merge, and you will see that no request carries your files.

How to merge PDFs, step by step

  1. Open the Merge PDF tool.
  2. Press Select PDFs and choose two or more files. On a computer you can also drag them onto the page.
  3. Put the files in order. Drag the cards, or press the left and right arrow buttons under a card. The number on each card is its place in the final document.
  4. If you added a wrong file, press the red button on its card to remove it.
  5. Press the merge button. The combined file is saved to your device as merged_<number>.pdf.

Check the result before you send it

  • Open the new file and scroll to the place where one document ends and the next begins.
  • Add up the page counts: the merged file should have exactly as many pages as the originals together.
  • Look for pages that are sideways or upside down. A scan that went into the scanner the wrong way stays that way. Fix it with Rotate PDF.
  • Look at the file size. Merging does not make files smaller, and many email services limit attachments to around 20 to 25 MB.

Tips for a tidy merged document

  • Name the files with numbers before you start (01-cover.pdf, 02-form.pdf). You will recognise the cards at a glance.
  • Photos have to become PDFs first. Use Image to PDF, then merge the result with the rest.
  • Take out blank or unwanted pages before merging with Remove Pages. It is easier on one small file than on the big merged one.
  • Page numbers printed inside the original documents stay as they were. The merged file is not renumbered.
  • Bookmarks (the outline in the sidebar of a PDF reader) of the original files are not carried over; the pages are.

When a file will not merge

A file that is password protected, damaged or empty is rejected as soon as you add it, and the message names the file. Remove the password in a PDF reader and add it again. If the browser tab becomes slow because the files are large, merge them in two batches and then merge the two results.

Merge, combine and join mean the same thing here: putting several PDFs into one file.
